Requirements
Minimum Qualifications:
Position requires a Master's degree in Mathematics, Economics,
Computer Science or related field and 7 years of information
technology experience and 2 years management experience. Will
accept any suitable combination of education, training or
experience. Ability to motivate and direct team members is a
must.
Prior experience with software development, network management,
ITSM, healthcare industry, and project management is preferred.
Strong problem solving and decision-making skills with excellent
written and verbal communications skills. Ability and desire to
engage with all functions of the Enterprise to understand and
articulate the business requirements, as well as IT capabilities
and requirements. General knowledge of all IT disciplines and
technology platforms. Working knowledge and use of Standard IT
processes and methodologies (i.e. ITIL, PMI and SDLC). Working
technical knowledge of LAN, WAN, and virtual/cloud infrastructures.
Knowledge of applicable data privacy practices HIPAA
regulations.

Job Summary: To provide strategic leadership and direction for the
Information Technology (IT) function across the Delta Dental of
Arkansas enterprise. This position is responsible for ensuring the
successful management of the enterprise network, storage, and
server environments. Also responsible for leading the selection of,
or design/development/control of, enterprise applications.
Primary Job Responsibilities:
1. Oversees execution and operational stability of the IT
infrastructure, while also ensuring operational compliance with
respect to established information security standards.
2. Provides strategic technology expertise in support of the
development and pursuit of enterprise initiatives.
3. Collaborates with decision makers in other departments to
identify, recommend, develop, implement, and support cost-effective
technology solutions for the organization.
4. Directs research on potential technology solutions and
implementations in support of new initiatives and opportunities;
formulates and deploys long-term strategic plans for acquiring and
enabling efficient and cost-effective information processing and
communication technologies; manages operational and strategic
planning for the application development team that includes
business requirements, project planning, and organizing and
negotiating the allocation of resources.
5. Ensure the organization maintains a stable and highly available
technical infrastructure. Implementation of long-term strategic and
short-term tactical plans that will enable business success.
6. Collaborates on deployment of ITSM functions by instituting and
demonstrating industry best practices.
7. Confers with end-users, vendors, clients, and other managers to
define operational, and budgetary impacts of complex systems and
infrastructure development.
8. Ensures formalized governance and business rules/systems
processes to manage items within scope of responsibility.
9. Leads and provides direction to the Infrastructure Team,
including support of IT operations 7 x 24 schedule including
disaster recovery processes. Selects, trains, develops, and
motivates staff to meet or exceed performance expectations.
Participates in budget development and monitoring in support of
business initiatives. Interviews, hires, evaluates, manages, and
develops staff in order to ensure accountability for achievement of
departmental goals and objectives.
10. Serve as a key resource in DDAR's organizational data
governance and management strategy.
11. Collaborate with cross-functional teams, internal departments
and key technology partners in order to meet the needs of the
organization.
