This position is located in the Prosthetics and Sensory Aids Service at Central Arkansas Veterans Health Care System in North Little Rock/Little Rock, AR. The incumbent may work in either Little Rock or North Little depending on program needs. The incumbent directs and supervises the prosthetics programs at the VA Little Rock/North Little Rock PSAS. [ "The duties of the Prosthetic Representative (Assistant Chief) in Prosthetics and Sensory Aids Service include but are not limited to: Works closely with the Chief for overall program planning, developing, implementing, directing, evaluating and controlling the prosthetic programs at this facility. Participates with the Chief for planning, developing and directing work of the program which includes, but is not limited to, establishing program goals and determining how the work will be accomplished, within the resources available, and providing written administrative and procedural directives necessary for accomplishing the work; preparing schedules and establishing priorities for implementation and completion of assignments and projects; assigning through subordinate associates when applicable, the work to be accomplished giving due consideration to priorities, requisite needs of the assignments and capabilities of the prosthetic activity; interpreting and applying laws, regulations and procedures related to rendering prosthetic services as a necessary part of the VA medical care for which veteran patients are eligible. Formulates, presents, and executes organizational budgets. Assists the Chief in the development of the annual specific-purpose budget for the CAVHS PSAS and submits it for review for the VISN 16 Prosthetics Manager. Evaluates financial trends and determines compliance with agency guidance. Executes the budget on a facility program level through coordination with the Service Chief. Coordinates assigned budget segment and planning processes in order to inform upper management on key issues, to impact facility processes and decision-making, or to plan the facility budget for the upcoming fiscal year. Directs program goals, manages program resources (e.g. specific-purpose and generalĀ­ purpose budgets, space, equipment, supplies, and personnel) and/or operates aspects of a Prosthetics and Sensory Aids Program. Responds to inquiries to explain new directives, performance measures, policies and strategic goals at the facility. Prepares specific instructions for ongoing operations and/or implements policies designated by higher-level personnel. Assists the Chief in the management of procurement and contracting for the CAVHS Prosthetic Program. This may include distributing national prosthetic contract requirements and guidelines as part of the National Prosthetics Clinical Management Program (PCMP) to staff, reviewing PCMP contract compliance, ensuring usage of Federal Supply Schedule (FSS) contracts, and VISN 16 contracts and blanket purchasing agreements (BPA), preparing procurement requests, evaluating proposals for work, acting as a COR for procurements and VISN 16 contracts, and/or maintaining procurement and contracting records. Reviews contracting and procurement for small procurements that require varying approaches. Develops and implements management systems to assure timely delivery of services, assure patient satisfaction and compliance with regulation. Tracks data to identify and correct systemic issues and negative trends. Prepares budget estimates to implement program, and monitors budget execution. Directs the acquisition of prosthetics and sensory aids, prosthetic implants, home respiratory care, durable medical equipment, automobile adaptive equipment, home improvement structural allowance and clothing allowance. In association with the Chief, the incumbent authorizes the procurement of prosthetic and orthopedic appliances and their repair. Ensures delivery of services to clients eligible for prosthetic equipment and/or services. Determines eligibility and entitlement to equipment, and provides support to patient units and clinics and facility clinical programs and service lines. Serves as a coordinator and technical advisor to clinic teams, rendering administrative and technical assistance with the examination and prescription of prosthetic and orthotic appliances and other customĀ­ fitted devices. Ensures compliance with The Joint Commission (TJC) Home Care standards and other regulations governing this function; works closely with oxygen and medical equipment companies to assure maximum delivery of their services and compliance to their contracts; coordinates quality assurance monitoring of this equipment program and represents program to TJC and VA survey or audit teams. Performs the administrative and personnel management functions relative to staff supervised. In association with the Chief, establishes guidelines and performance expectations for staff that reflect the mission and goals of the facility and VISN 16 Prosthetics Program. Provides informal feedback and periodically evaluates employee performance. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
