The incumbent manages the Patient Enrollment & Intake Section (PEIS) in the Central Business Office (CBO) in North Little Rock, AR. The Chief, PEIS manages patient benefits, administrative patient processing components of the Emergency Department, admissions, lodging, beneficiary travel, patient funds, and other programs.. Provides oversight of PEIS programs and serves as a technical expert.

The incumbent manages the Patient Enrollment & Intake Section (PEIS) in the Central Business Office (CBO).

  • Provides oversight of PEIS programs and serves as a technical expert to other departments in the Medical Center, the Mid-South Consolidated Patient Accounts Center (MSCPAC), eight Community Based Outpatient Clinics (CBOCs), General Counsel, Veteran Service Organizations, and other groups.
  • Provides for maintenance of data related to budget and expenditure estimates.
  • Provides personnel management including employee training and development, incentive awards, performance evaluations, studies, audits, position classification, conduct of employees, counseling, disciplinary action, and work simplification.
  • Assists in planning, directing, and coordinating section and unit functions involving patient enrollment and intake (enrollment/eligibility, admissions, administrative officers of the day during irregular tours, revenue, etc.).
  • Supervises Section Supervisors and Administrative Officers of the Day.
  • Establishes and maintains good relations with various civic and professional groups, service organizations, accrediting agencies, volunteer worker groups, news media and the community at large, as well as individual contacts with patients, visitors, and individuals in the community.
  • Establishes minimum standards for quality and productivity. Directs program implementation.
  • Develops the requirements for and maintains awareness of available resources; makes recommendations regarding needs, distribution or redistribution of these resources; and provides workload statistics which reflect patient care levels, trends, and changing program priorities.
  • Works collaboratively with other departments to ensure that assigned programs are well integrated with the work of other departments.
  • Provides active and well-informed administrative participation in planning for the delivery of healthcare by taking the initiative to identify needs and potential issues/concerns and devising flexibility in operations and constructive, cost-effective approaches to the resolution of problems.
  • Serves as the authoritative source on assigned programs.
  • Develops and implements systems and procedures for improving cost-effectiveness and productivity; devotes considerable time and attention to statistical and budget management activities; and provides a dashboard for budget and expenditure estimates.

Work Schedule: Monday-Friday, 7:30am-4pm or 8am-4:30pm (Subject to change based on the needs of the agency)

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting, analyzing and interpreting a wide variety of data and reporting results; using qualitative and/or quantitative methods to make improvements; supervisory duties such as setting priorities, assigning work and/or evaluating work; interpreting and developing standards and policies; and maintaining budget and/or staffing plans in a healthcare setting.OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? (Transcripts required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year/Master's level, LL.B or JD if related) and specialized experience as described above. This education and experience must have provided the knowledge, skills, and abilities to do the work of the position. (Transcripts required).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Primarily sedentary work. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
